PM Modi launches UMANG app: To offer 150-plus government services and more

Prime Minister Narendra Modi on Thursday launched a new mobile app - UMANG (Unified Mobile Application for New-age Governance) which will allow citizens to access government services on a single platform.
The services live on the app include Aadhaar, DigiLocker, Bharat Bill Payment System (BBPS) among others.
The UMANG app is expected to provide access to over 1,200 services of various government organisations in states and at the Centre as well as utility payments.
Using the app, citizens will be able to access Employees Provident Fund Organisation (EPFO) services, apply for a new permanent account number (PAN), and those looking for jobs can register themselves under the Pradhan Mantri Kaushal Vikas Yojana.
The app is available on Android, iOS and Windows phones.
The PM also inaugurated the Global Conference on Cyber Space on Thursday where he made a strong pitch for information sharing and coordination among nations to prevent cyber space becoming a playground of terrorism. "Surely, we can walk the fine balance between privacy and openness on the one hand and national security on the other. The differences between global and open systems, and nation-specific legal requirements can be overcome," he explained.
He said the quest for an open and accessible Internet often leads to vulnerabilities like cyber attacks, and a major focus area should be training of well-equipped professionals to counter cyber threats.
Stories of hacking and defacement of websites are the tip of an iceberg. They suggest that cyber attacks are a significant threat, especially in the democratic world. We need to ensure that vulnerable sections of our society do not fall prey to the evil designs of cyber criminals, he said.

Gujarat 5th state to ban Padmavati including Rajasthan Madhya Pradesh UP and Punjab.

AHMEDABAD: Gujarat's BJP government on Wednesday banned the release of Deepika Padukone starrer 'Padmavati' with chief minister Vijay Rupani citing law and order issue as the reason behind banning of the film in the poll-bound state. The movie is already banned in a few other states, including Rajasthan and Madhya Pradesh.

Gujarat is the fifth state to ban the movie following Rajasthan, Madhya Pradesh, UP and Punjab.

"I have received representation from Rajputs and many other groups. In Gujarat, people in general feel that the film has objectionable content which can hurt people's sentiments as well as create law and order problems," Rupani said.

The CM said the film is being banned to avoid law and order problems as Gujarat is going to polls in just over two weeks.
"On the basis of the state home department's advice, we have decided not to allow the screening of the film in Gujarat till the producers remove the objectionable part of the movie," Rupani said.
 



Congress also supports ban on movie

This ban on exhibition of the film shall come into effect from November 22, 2017. No cinema owners or distributors shall exhibit the said movie in any cinemas or multiplexes or video-cinema or touring cinema, etc within the jurisdiction of Gujarat," said the notification issued by the state I&B department on Wednesday.
A few days back, Gujarat BJP had written to the Election Commission to ban the film in the state during the election period.


Congress supported the ban with its spokes person Shaktisinh Gohil saying the party will not tolerate any distortion of Rajput history or attempts to hurt the emotions of the community. "We will not allow the release of 'Padmavati' in Gujarat at any cost," Gohil said.
The erstwhile royals of Gujarat also supported the ban. Princess of erstwhile Rajkot royalty Kadambari Devi said, 'Padmavati' had sacrificed her life to save her self-respect. The film is playing with the feelings of Rajputs. The film should not be allowed (for release) unless necessary cuts are made."


Manubhai Patel, president, Multiplex Owners Association - Gujarat, said the ban was expected considering aggressive protests against the movie. "We were anyway anticipating trouble if the movie was released."

Padmavati chronicles the life and times of the 13th century Rajput queen Padmavati who chose self-immolation over being under the captivity of the foreign invader Alauddin Khilji. It stars Deepika Padukone, Ranveer Singh, Shahid Kapoor, Aditi Rao Hydari and Jim Sarbh.

The films is co-produced by Viacom 18 Motion Pictures and Bhansali Productions. It is slated to release on 1 December.

The Shri Rajput Karni Sena on Wednesday called for a nationwide bandh on 1  December against the release of Sanjay Leela Bhansali's film Padmavati, which finds itself mired in a controversy.
The founder of the organisation Lokendra Singh Kalvi said that not only the Rajput community or Hindu organisations but even Muslim leaders had come out against the film, against which there was resentment across the country.
He demanded that Prime Minister Narendra Modi intervene in the issue saying that the central government had the powers, as per the provisions of the Cinematograph Act, to stop the release of a film for three months.
"We are calling for a country-wide bandh on 1 December if the film is released. We have the support of all castes and communities. We will hold public meetings and rallies in Gurgaon, Patna, and Bhopal before that," Kalvi told reporters.That provision should be invoked in case of Padmavati which is slated to be released on 1 December, he said.
Kalvi said that the statement by actress Deepika Padukone, who plays the legendary queen in the movie, that nothing can stop the release of the film was "provocative".
No effort to tarnish the image of "Rani Padmavati" will be tolerated, he said.

Demonetisation anniversary:PM Modi thanks people for supporting note ban, shares video on ‘benefits’

The BJP and Congress-led Opposition locked horns on Wednesday, on the first anniversary of demonetisation.
While the ruling party is celebrating November 8 as ‘anti-black money day’, several Opposition parties have decided to observe it as a ‘Black Day.’ Several Union ministers and BJP leaders will be highlighting the “benefits” of demonetisation across the country today.

Prakash Raj's remarks came a day after right-wing groups criticised actor Kamal Haasan for voicing concerns over 'Hindu extremism'.

Seemingly voicing support for Tamil mega-star Kamal Haasan who provoked a similar confrontation yesterday saying that terrorism has infected right-wing groups, Mr Raj said, "If instilling fear in the name of religion... culture... morality is not terrorizing... then what is it. Just asking."

In a Twitter post titled "To whomsoever it may concern", 52-year-old Prakash Raj added: "If abusing and manhandling young couples on the streets of my country in the name of morality is not terrorising... If taking law into hands and lynching people on slightest doubt of cow slaughter is not terrorising... If trolling with abuse, threat... to silence even a slightest voice of dissent is not terrorising... Then what is terrorizing... Just asking."

His comments came a day after Mr Haasan, 62, wrote in a popular Tamil weekly news magazine that while earlier right-wing Hindus used to argue without indulging in violence, many of them now do otherwise. "Extremism has spread into their camp as well," said Mr Haasan, who is revving up for a political career. "This extremism is not a victory or progress to those who call themselves Hindus," he said.

The ruling BJP described Mr Haasan's remarks as "myopic and brazen" and called him a "wannabe MGR" referring to AIADMK party founder and former Tamil Nadu Chief Minister MG Ramachandran.

Last month, Mr Raj had said Prime Minister Narendra Modi's silence on the unsolved murder of journalist Gauri Lankesh is why his five National Awards are deserved by "bigger actors" including the PM.

Gauri Lankesh, a critic of right-wing ideology and a fierce advocate of secularism, was shot as she returned home early in September from her office in Bengaluru. The 55-year-old published a weekly paper. Nobody has been arrested yet; police have issued sketches of two suspects and sought help from the public.

Prakash Raj began his career in Kannada films but has acted in Tamil and Malayalam movies and was a close friend of Ms Lankesh.

But when it comes to the guy vs. girls battle there is just no ultimatum. Since the beginning of the time, the guys vs. girls battle has been the hot topic. The battle is about everything and anything they can lay their hands on. And I am sure that each and every one of us has been in such these arguments many-a-times. She:
Women love to express.

New study:according to joint study by Assocham and EY,Around 40% of Indian children are undernourished.

India is home to the largest number of malnourished children in the world, a report said today, advocating that the country needs to frame policies with a focus on reducing health and social inequities.

"Over the decade (2005-15), there has been an overall reduction in the infant mortality rate and under-five mortality rate in India, yet the country is housing about 50% of undernourished children of the world," said the joint study by Assocham and EY. The report found that towards the end of 2015, 40% of the Indian children were undernourished. On the other hand, it pointed out that urban India is faced with the challenge of over nutrition.
India is ranked as the third most obese nation in the world after the US and China and also the diabetes capital of the world, with about 69.2 million people living with it as per the 2015 data by World Health Organisation, said the report.

"About 37% of our under-five children are underweight, 39% are stunted (low height-for-age), 21% are wasted (low weight-for-height) and 8% are severely acutely malnourished," said the study. While the percentage of stunted children under five reduced from 48% in 2005-06 to 39% in 2015-16, the percentage of children who are wasted increased slightly from 19.8% to 21%, according to the report. Moreover, the prevalence of underweight children was higher (38%) in rural areas compared to urban cities (29%).
"Only about 10% children under the age 6-23 months were reported to receive an adequate diet. This inequality in access is accentuated by the stark state level disparity in nutritional status," observed the study findings.
In the age bracket of 1-5 years, the prevalence of underweight children ranged from 42% in Jharkhand, followed by Bihar, MP and UP with 37%, 36% and 34.1% respectively, to 14.1% in Manipur.

The report found that the prevalence of stunting ranged from 50.4% in UP to 19.4% in Kerala. Arunachal Pradesh had the highest levels of wasting at 19% and Sikkim had the lowest level with 5%. "The policies need to focus on reducing health and social inequities within populations, raising educational attainment and providing WASH facilities as well as secured jobs to ensure access to services. Programmes and policies that aim to address this nutrition burden present a double-win situation," said the report in its recommendations.
India continues to consume non-nutritious, non-balanced food either in the form of under nutrition, over nutrition or micronutrient deficiencies, according to the report. It said the availability of nutritious food in markets plays an equally significant role in motivating the community to make the right choices.

Supreme Court :Specify deadlines in SMS for Aadhaar linking, for mobile service providers and banks

SC: A Bench of Justices A.K. Sikri and Ashok Bhushan ordered that mobile service providers and banks should mention that February 6, 2018 and December 31, 2017 are the last dates for Aadhaar linking
The Supreme Court on Friday sent a clear message to the public to not panic, by directing mobile service providers and banks to specify the last dates for linking 
mobile numbers and bank accounts to Aadhaar in the SMSs and e-mails they send to millions of subscribers.

A Bench of Justices A.K. Sikri and Ashok Bhushan ordered that mobile service providers and banks should specify that February 6, 2018 and December 31, 2017 are the last dates for Aadhaar linking.
Senior advocate K.V. Vishwanathan, appearing for the petitioners challenging the linking of mobile numbers with Aadhaar, said a sense of panic had been created among the public, with service providers bombarding them with these messages.
"I did not want to say it because the press reporters are standing here. But I am also getting messages to link my mobile phone and bank account to Aadhaar," Justice Sikri remarked in the open court.
The Bench made it clear that the question of the very validity of the Aadhaar scheme is scheduled to be heard from the last week of November 2017. In case, by any chance, if that hearing is delayed, the petitioners are at liberty to mention for an extension in the Aadhaar linking of bank accounts.
 
The government had filed an affidavit in the Supreme Court stating hat it "may" extend the Aadhaar-bank account linking deadline to March 31, 2018.

"The final hearing in the Aadhaar case is starting from November last week and there is time for linking till December 31. In case the final hearing does not take place, you [petitioners] can mention," Justice Sikri orally observed while issuing notice to the government.
Issuing notice to the government, the Bench went on to record in its order that the petitioners, represented by senior advocate Shyam Divan and advocate Vipin Nair, are "at liberty to press" their case for an extension of the December 31 deadline in case the final hearing does not take place during November-end.
Attorney General K.K. Venugopal agreed that there "is anyway time till December 31... heavens are not going to fall".
Senior advocate Arvind Datar objected to how the government has threatened to close long-standing bank accounts if they are linked to Aadhaar. Mr. Datar asked how ordinary citizens can be punished under rules framed under the Prevention of Money Laundering Act.
Rule 2(b) of the Prevention of Money Laundering (Maintenance of Records) Second Amendment Rules of 2017 requires Aadhaar for opening new bank accounts and for verification of existing bank accounts by December 31, 2017, failing which the "bank accounts will cease to be operational".
"You (government) cannot make Aadhaar mandatory under the Prevention of Money Laundering Rules... My fundamental point is that such things cannot be done under a delegated legislation... there is a limit to everything," Mr. Datar submitted. Though calling it a valid point, the court said Mr. Datar have to wait till November end and make his arguments before the appropriate Bench.
On October 30, based on a mentioning made by Mr. Venugopal, Chief Justice of India Dipak Misra agreed to constitute a larger Bench, possibly a five-judge Constitution Bench, to hear petitions against the validity of Aadhaar scheme from November last week.
A Bench led by Chief Justice of India Dipak Misra had taken the firm step after Mr. Venugopal said falsehoods have been spread about Aadhaar linking. The AG had submitted an expert committee led by former Supreme Court judge, Justice B.S. Srikrishna, who is working on a draft Data Protection Bill to protect meta data taken from citizens in the case of Aadhaar. The expert body is expected to submit a report to the government in March 2018. They have even indicated changes in the Aadhaar Act itself in order to protect biometric data like fingerprints and iris scans collected en masse from the public for Aadhaar enrollment.
Mr. Venugopal had sought a Constitution Bench to be set up to decide, once and for all, the various Aadhaar challenges pending before the apex court since 2014 instead of passing any interim orders.
A five-judge Bench, if set up, may be despite Justice Rohinton Nariman separate judgment in the nine-judge Bench declaring right to privacy as a fundamental right. Justice Nariman's judgment had directed the Aadhaar petitions to be posted for hearing before the "original" three-judge Bench.
This 'original' Bench led by Justice J. Chelameswar had referred the petitions for hearing before a five-judge Bench. The five-judge had found it necessary to first decide whether privacy was a fundamental right or not before hearing the Aadhaar petitions. It had referred the legal question to a nine-judge Bench, which came out with the historic judgment in favour of the common man's fundamental right to privacy against State intrusions.
The nine-judge Bench verdict has a crucial bearing in the Aadhaar petitions, which have argued that Aadhaar's use of biometric details like fingerprints and iris scans violate bodily and informational privacy.
The petitioners challenging the Aadhaar scheme argue that the mandatory requirement of Aadhaar for public welfare schemes "constrict rights and freedoms which a citizen has long been enjoying unless and until they part with their personal biometric information to the government". The petitions have termed the Aadhaar Act of 2016 as unconstitutional and contrary to concept of limited and accountable governance.
